ODPM: Connection FailOver Not Working With Default Connection Timeout Value (Doc ID 2423780.1)

Symptoms

Using ODP.NET Managed driver, connection failover is not happening with default connection timeout. The Failover feature only works if the connection timeout value is set to 21 seconds or more. 

There is no issue while using Unmanaged ODP.NET with connection timeout value.
