Goal

Provide a PL/SQL code that shows an annotated implementation on how to encrypt and decrypt a BLOB data type, this implementation is equivalent to BLOB encryption using DBMS_CRYPTO in 10g with typ => dbms_crypto.DES3_CBC_PKCS5.
