UTLRP Is Slow After Upgrading to 12.2 Database, Slowness Observed While Compiling PL/SQL Units

Symptoms
After upgrading the database to 12.2 release, compiling invalid objects using utlrp.sql or manual compilation of PL/SQL units is taking lots of time.
- The AWR report may show "library cache lock" or "PGA Memory Operation" wait event at the time of compilation.
- Gathering 10046 trace for the session shows the following short call stack.
$kghsrch_new()<-IPRA.$kghfnd_in_free_lists()<-IPRA.$kghprmalo()+<-kghalp()+<-kqlidpadd2
