Multiple Union-all Statements Parse Failure After Upgrade To 12c

Symptoms
- Union all statements does not complete in version 12.1.0.2 but finished in 11.2.0.3
- It finishes in 12.1.0.2 only if "alter session set optimizer_features_enable = '11.2.0.3';" is set
- AWR shows high parse time:
