ACTUAL BEHAVIOR
---------------
Sessions with Status as KILLED or SNIPED are found in huge numbers in V$SESSION

There are several hundred sessions in v$session dynamic performance view with a status of KILLED or SNIPED. These sessions are not getting cleaned up by pmon and causing max processes to be reached in database.  Is it possible that they are being killed by resource limit for IDLE_TIME? In the past, these sessions were marked as SNIPED and eventually cleaned up by pmon.
