18c: During Grid Infrastructure Upgrade ASMCA or DBCA Taking More Time to Launch

Symptoms
Upgrading to Grid Infrastructure 18c is taking a long time (for example, more than 15 minutes). Upon further checking, it is clear that specifically, ASMCA and/or DBCA are taking more time to launch.
The ps and top output shows multiple /sbin/depmod commands (run for few seconds) with higher cpu utilization. The depmod commands do look like as follows from 'top' output :
