Q: Registration of the Database Services every 10 seconds or so? (Doc ID 2481651.1)

Goal

To determine why an audit log (from audit_sys_operations in XML) shows that the SYSRAC accounts perform an 'ALTER SYSTEM REGISTER' on all PDB's (for 12c Multitenant) every few seconds from 10 seconds up to 60 seconds.
Also, in the Listener log there are multiple "* service_update *" entries from Database Services.

Is this to be expected?
Can this timing be altered?
