Cannot login to the Database after Changing $ORACLE_HOME Directory Permission ( ORA-01012 ) (Doc ID 2497191.1)

Symptoms

Login to data abase is failing with below errors:

sqlplus "/as sysdba"

SQL*Plus: Release 12.2.0.1.0 Production on Tue Jan 22 18:18:26 2019

Copyright (c) 1982, 2016, Oracle. All rights reserved.

Connected.
SQL> show parameter name
ORA-01012: not logged on
Process ID: 0
Session ID: 0 Serial number: 0
SQL> exit
Disconnected


It was working fine until customer changes the permission of  $ORACLE_HOME/bin/ and $ORACLE_HOME.

It was done as the part for usual Hardening process for customer.
