Symptoms
Tnsping against a tnsnames alias shows:
OK (8470 msec)
OK (6900 msec)
OK (4600 msec)
OK (2310 msec)
OK (2300 msec)
OK (2300 msec)
SQL*Plus connection shows the SQL prompt after 2 minutes at time (if a timeout does not occur before.
Changes
Possibly a change to the DNS or Network structure
