Iormplan.pl Only Returns Statistics For Databases Listed Explicitly in the Iormplan Dbplan (Doc ID 2501568.1)

iormplan.pl only returns stats for db's listed in iormplan dbplan

We are using iormplan.pl per note 1337265.1, but iormplan.pl only returns stats for database listed in the iormplan dbplan

At one point we did have iormplan enabled but have since followed note 1363188.1 to disable iormplan and have added databases after this, which are not being included in the output of iormplan.pl

Please advise on how to properly invoke iormplan.pl, or otherwise configure cells, in such a way as to have iormplan disabled (we want default behavior with regard to io resource allocation) but to also allow iormplan.pl to return stats for all db's.
