DBCA Results Error [DBT-11512] Unable To Validate ASM. There Is No Disk Group Detected. (Doc ID 2508209.1)

Symptoms

o Environment is a 3-Node cluster

o DBCA is executed to extend the RAC database to <nodename3> but reports the following error in dbca trace log ( From location: <ORACLE_BASE>/cfgtoollogs/dbca):

SEVERE: [FATAL] [DBT-11512] Unable to validate ASM. There is no disk group detected.

o Environment is having role separation and the issue can reproduce by executing as <database user>, below command doesn't produce any output:

<GRID HOME>/bin/kfod nohdr=TRUE OP=GROUPS status=true asmcompatibility=true dbcompatibility=true

o Environment is with 12.2.0.1.180717 RU and patch applied without any problem.
