Grid Infrastructure on Windows: Database Instance Takes A Very Long Time (25 minutes) to Start Up

Symptoms
In a Grid Infrastructure managed environment (either Grid Infrastructure Standalone a.k.a. Oracle Restart OR Clustered Grid Infrastructure) on Windows, starting a database instance resource takes a very long amount of time (such as 25 minutes).
Further investigation determines that starting Oracle High Availability Services Daemon (OHASD) takes just 1 minute
and starting ASM (ora.asm) also takes just 1 minute, but starting the database instance(s) takes approximately 25 minutes to start.
The Grid Infrastructure alert.log file shows messages such as the following:
After multiple attempts, OHASD brings up the database instance but the start up time is increased to 25 minutes or even longer.
Changes
In this case, the issue was observed after a Windows patch was applied and the server was rebooted.
