How to Enable oswatcherbb on BDA 4.12/4.13 (Doc ID 2524725.1)

Goal

BDA v4.12.0 and higher switched from using Exawatcher to oswatcherbb.
The oswatcherbb output should be collected by default.  However due to an internal bug oswatcherbb may not be started.

The steps to enable oswatcherbb follow.   For details on oswatcherbb data collection see the section, "Oracle OS Watcher on the BDA", in Oracle Big Data Appliance Diagnostic Tools and Log Files for Troubleshooting Analysis (Doc ID 1575575.1).
