Symptoms

18c/19c GI Upgrade fails with following errors as seen in gridSetupActions<timestamp>.log

INFO: [12-Mar-2019 13:28:50] VIP Subnet configuration check: This task checks that all VIP subnetworks match each other and at least one public network interface of the cluster
INFO: [12-Mar-2019 13:28:50] Severity:CRITICAL
INFO: [12-Mar-2019 13:28:50] OverallStatus:OPERATION_FAILED
INFO: [12-Mar-2019 13:28:50] -----------------------------------------------
INFO: [12-Mar-2019 13:28:50] Verification Result for Node:hostname1

PRVF-0002 : could not retrieve local node name

OTDBS03: DNS server failure [response code 2]

If executed the runcluvfy command it also fails with same error:

runcluvfy.bat stage -pre crsinst -upgrade -n hostname1,hostname2-verbose
PRVF-0002 : could not retrieve local node name
OTDBS03: DNS server failure [response code 2]
