Wait Time for 'enq: TX - row lock contention' During Deadlock Is Always Multiple Of 3 Seconds (Doc ID 2530567.1)

Goal

During the deadlock detection (ORA-00060), there seems to be a common pattern for the wait time of 'enq: TX - row lock contention' which always reported in multiple of 3 seconds.

Example from the deadlock trace file:

Refer to "wait times:" under "Current Wait Stack:"

Current Wait Stack:
  0: waiting for 'enq: TX - row lock contention'
  name|mode=0x54580006, usn<  wait_id=947 seq_num=948 snap_id=1
  wait times: snap=3.000614 sec, exc=3.000614 sec, total=3.000614 sec
  wait times: max=infinite, heur=3.000614 sec
  wait counts: calls=1 os=1

  There is at least one session blocking this session.
