Wait Time for 'enq: TX - row lock contention' During Deadlock Is Always Multiple Of 3 Seconds

Goal
During the deadlock detection (ORA-00060), there seems to be a common pattern for the wait time of 'enq: TX - row lock contention' which always reported in multiple of 3 seconds.
Example from the deadlock trace file:
Refer to "wait times:" under "Current Wait Stack:"
