Symptoms

Exadata X7-2
The I/O latency capping is not working when one of the flash disk is close to failing on Exadata X7-2.
Simulate hang or slow on one physical disk of a software RAID0 but cellsrv doesn't trigger confinement.

Changes

<Bug:29040106> is related to software raid on the flash devices;
which we started doing on X7 and newer hardware. This problem should not happen on X6.
