JDBC timezone error causing connection issue (Doc ID 2541239.1)

Goal

On an MySQL Server , the system_timezone is set to EDT instead of EST ( possibly after a host reboot or other change )

The aim is to revert the TZ changes to allow the JDBC to reconnect to the DB.
