Symptoms
When a Non-SYS user (with AQ_ADMINISTRATOR_ROLE and MANAGE ANY QUEUE privileges) tries to add a queue subscriber to SYS.ALERT_QUE which is owned by SYS, recieves error- ORA-01031: insufficient privileges
