ORA-28365: Wallet Is Not Open When Query Certain DBA Views (Doc ID 2559938.1)

Symptoms

After upgrade database to 12.2 or higher, get error ORA-28365: wallet is not open when try to query DBA views such as  DBA_FREE_SPACE or DBA_DATA_FILES.

This same query runs successfully on 11.2.

TDE is being used on tablespaces.

Changes

 Upgraded database to 12.2 or higher.
