PRO*C 7.3.3 Samples Cannot Be Generated On TANDEM B32 IPM40 (Doc ID 258385.1)

Symptoms

on Tandem no stop ux 4.0 b32 ipm 40 
It is not possible to generate the PRO*C programs . 

$ make -f proc.mk sample1 
returns the following error 

ld: 
Object file format error in: /ora71/lib/libsql.a(sqlent.o): Bad magic number 
*** Error code 1 (bu21) 
make: fatal error. 

Changes

This problem appears when Operating System patch IPM 40 is installed
