Symptoms
+ This is Oracle VPD (Virtual Private Database), version 18.6.0.0.0.
+ Gathering table stats fails with ORA-904 error in 18c if the job is not owned by SYS user. This was working fine in 12.2.
+ This was working fine in 12.2. The "lid" is different between 12.2 and 18c.
+ The lid (privilege user id) maps to the uid (parse schema user) rather than SYS.
+ This behavior exists on 18c. On 12.2.0.1, the lid=0 (i.e: SYS).

DB upgrade from 12.1.0.2 to 18.5
