Symptoms

++ Using resource_manager_plan as DEFAULT_PLAN
++ Every night the resource manager plan should switch from DEFAULT_PLAN to DEFAULT_MAINTENANCE_PLAN during the scheduler maintenance windows but after upgrade its not happening.

Changes

Upgraded database to 18c from 12c.
