Symptoms
Running cellcli commands such as list celldisk or list griddisk fail with a CELL-04636 error.
No evidence of an active drive failure is seen in any of the data collected from the cell.
The cell may have either had a disk replaced or recently been restored through a CELL_USB rescue activity.
The disk reported as not empty is a system disk (it contains the OS for the cell).
