Symptoms

DomU vCPU reduction may result in domU hang, network connectivity loss (InfiniBand or Ethernet), and/or clusterware node eviction.  A message similar to the following appears in the domU /var/log/messages file:

This issue may occur in Exadata Cloud Service when the number of OCPUs is reduced.
