RDBPROD: IVP Failure for RMU Service After SQLSRV V7.4.0.0 Installation (Doc ID 2641631.1)

Symptoms

The RMU IVP failed with the following messages:

 Now executing the following command to verify the Oracle
 RMU service:

  RMU/EXECUTE/COMMAND "RMU/SHOW VERSION"

%RMU-F-ERREXCCMD, Error executing command "RMU/SHOW VERSION".
-RMU-E-NOSQSCLIENT, Cannot find image "SQLSRV_LIBCLIENT"
%RMU-F-FTL_RMU, Fatal error for RMU operation at 11-FEB-2020 10:25:59.99

 *** Oracle RMU IVP failed. Check to make sure Oracle Rdb 7.4
  is running on this system. ***

%VMSINSTAL-E-IVPFAIL, The IVP for SQLSRVV74000IM V7.4 has failed.

Changes

 New install of Oracle RDB SQL/Services 7.4
