Symptoms
Applied 12.1 July 2019 PSU and thereafter ASM STARTUP TAKES 3 MINUTES IN ORACLE RESTART(in solaris Operating system).

Further drill down to starting the ASM instance with out mounting ASM diskgroups and it doesn't seems much difference.
3:00 mins latency > starting with initial configuration
2:50 mins latency >starting with empty asm_diskgroups
2:50 mins latency >starting with specific devices in asm_diskstring
