DBT-20010 - Specified database "orcl" could not be started while using DBUA (Doc ID 2670689.1)

While upgrading a database using DBUA to a higher release following error is seen :

[FATAL] [DBT-20010] Specified database "orcl" could not be started.
ACTION: Start the database manually and try again.
