Symptoms

 Datapatch for datapump patch 28318139 fails with below error

Current state of interim SQL patches:
Interim patch 28318139 (ORA-31003 ERROR WHEN IMPORTING FULL DATABASE IN PARALLEL):
Binary registry: Installed
PDB CDB$ROOT: Applied successfully on <timestamp>
PDB PDB$SEED: Applied with errors on <timestamp>

28318139_apply_ DBNAME _PDBSEED _<timestamp>.log shows:
