Cannot Use 18c Net Manager To Connect To OUD (Doc ID 2676009.1)

When trying to manage the Oracle Unified Directory 12.2.1.4 using Network Manager (NETMGR) 18c or 19c client trying to connect to OUD, even before the user prompted to enter username and password, the Net Manager GUI does not show "Directory" under the top line.

Symptoms

Unable to use 19c and 18c netmgr with a 12.2.1.4 OUD environment.
Netmgr will not have a "Directory" folder listed

Changes

Steps to reproduce.

Configure the LDAP.ORA file to point to an OUD environment.
Open Netmgr
Netmgr will not have a "Directory" folder listed to allow for any admin tasks to take place.
Therefore unable to modify any entries.
No errors reported but unable to complete the desired task.
