19c: ASM startup fails during cluster startup

Symptoms
ASM fails to start on 19c resulting the cluster stack startup failure on one of the nodes.Due to this crsd fails to start and none of the cluster resources are not starting.
On node <node1>:
ora.asm
1 ONLINE ONLINE <node1> STABLE
On node tehol101:
ora.asm(ora.asmgroup)
1 ONLINE OFFLINE <node1> STARTING <<<<<<<<<<<This goes on a loop and never finishes.
2 ONLINE ONLINE <node2> Started,STABLE
