When you are observing hang for the tasks executed from DBMS_PARALLEL_EXECUTE package, you must verify this first.

Goal

 How to identify if the Jobs are getting scheduled successfully in your Database ?

This needs to be verified if you are using DBMS_PARALLEL_EXECUTE package in your code. Because this package internally depends on the Job scheduling to spawn parallel tasks based on chunking.
