For the purposes of this document, the following fictitious environment is used as an example to describe the procedure:
Configuration Name: 19CDB
Primary Database Name: ORCL
Standby Database Name: ORCLSTD

After connecting to the SYS user, observer is not able to start. There are no reported issues with redo transport and the connectivity between the standby to the primary database.
