Cannot Access EM Express by "Secure Connection Failed" (Doc ID 2721446.1)

Symptoms

When using EM Express, an error "Secure Connection Failed" with PR_END_OF_FILE_ERROR is caused and cannot access to logon page.

HTTPS port is opened successfully. Also shared servers and dispatcher for XMLDB are configured expectedly according to Doc ID 1604062.1.
