Listener Fails to Start Using Only TCPS Address - ORA-28864: SSL Connection Closed Gracefully

Symptoms
Attempting to start a listener running on the TCPS protocol is failing with the following stack:
lsnrctl start

ORA-28864: SSL connection closed gracefully
TNS-12560: TNS:protocol adapter error
TNS-00542: SSL Handshake failed
IBM/AIX RISC System/6000 Error: 28864: Error 28864 occurred.
In this case, the listener.ora file was configured to use a single TCPS address.
In other words, there were no other addresses (TCP or IPC) available for the listener.
Changes
This may be a new implementation of a listener using TLS/SSL or TCPS.
