Listener Fails to Start Using Only TCPS Address - ORA-28864: SSL Connection Closed Gracefully (Doc ID 2732618.1)

Symptoms

Attempting to start a listener running on the TCPS protocol is failing with the following stack:

lsnrctl start

LSNRCTL for IBM/AIX RISC System/6000: Version 19.0.0.0.0 - Production on 05-NOV-2020 16:29:15

TNSLSNR for IBM/AIX RISC System/6000: Version 19.0.0.0.0 - Production

Listening on: (DESCRIPTION=(ADDRESS=(PROTOCOL=TCPS)(HOST=ip_address_here)(PORT=2484)))

Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCPS)(HOST=hostname)(PORT=2484)))
ORA-28864: SSL connection closed gracefully
TNS-12560: TNS:protocol adapter error
TNS-00542: SSL Handshake failed
IBM/AIX RISC System/6000 Error: 28864: Error 28864 occurred.



In this case, the listener.ora file was configured to use a single TCPS address.
In other words, there were no other addresses (TCP or IPC) available for the listener.

Changes

 This may be a  new implementation of a listener using TLS/SSL or TCPS.
