Clusterware start/stop/relocate ORA-01017: Invalid Username/password; Logon Denied (Doc ID 2734821.1)

Symptoms

Database can be started and stopped via sqlplus, it works fine.

However controlling via srvctl to start/stop/relocate/start on other node fails resulting in ORA-01017: invalid username/password; logon denied

Restarting crsd resulted in outage of multiple other database

e.g.

crscrl stop res ora.crsd -init
crscrl start res ora.crsd -init


Also tried to remove the database from clusterware and add it again, unfortunately the same symptoms.

Changes

sqlnet.ora on GI Home symbolic linked to same sqlnet.ora as Database Home.
