Symptoms

After applying 19.9.0.0.201020 DB RU Patch 31771877 , "runInstaller -createGoldImage" command fails with [FATAL] [INS-35952] The installer has detected that the Oracle Database home software at (<SOURCE ORACLE_HOME>) is not complete

[oracle@testhost]$ $ORACLE_HOME/runInstaller -createGoldImage -destinationLocation <TARGET HOME LOCATION> -exclFiles $ORACLE_HOME/.patch_storage -silent
