19c patch apply failed with message "This patch is not needed" (Doc ID 2744783.1)

Symptoms

When attempting to apply patches to your 19c environment with Opatch, patch apply failed with the following message:

"Skip patch <bug#> from list of patches to apply: This patch is not needed.”

Example of this issue:
An older version of the One-off patch 28730253 has been applied in the Database 19.8 environment.
The issue occurred when applying the new One-off patch 30352715.

Changes

In Oracle Database 19c environment, apply the patch with opatch apply.
