Custom BASE_LETTER Chararacters With Oracle Text is Not Working in 19c (Doc ID 2746930.1)

Symptoms

Since upgrading to version > 12.2, custom BASE_LETTER is being ignored.

A custom linguistic sort based on FRENCH is created via Oracle Locale Builder, and is used by setting:


This worked in earlier releases, but since upgrading to 19c, the base letter characteristic for the character is ignored, and it is indexed in it's original form.
