Symptoms

Materialized View (MVIEW) Refresh Takes Long Time After Applying 19.9 DB RU (31771877).   
Before applying the 19.9 DB RU, the Refresh used to complete in 1-3 seconds but now, the same MVIEW Refresh is taking around 15-30 minutes time.
