CheckHWnFWProfile Service Disabled After Patching And Not Restarting (Doc ID 2756529.1)

Symptoms

After Platinum patching last week of this system the CheckHWnFWProfile check appears to be disabled and not running correctly. This is causing alerts to be sent as this service is not running on the database nodes in this cluster. Attempts to enable this service appear to have failed. Please supply steps to enable and start this service.

List of server components gives the following output
[root@dbnode ~]# /opt/oracle.SupportTools/CheckHWnFWProfile -action list -mode serial_numbers
/opt/oracle.SupportTools/CheckHWnFWProfile is disabled, exit.
