Gateway Listener throws error TNS-12518: TNS:listener could not hand off client connection (Doc ID 2756649.1)

Applies to:

Oracle Net Services - Version 11.2.0.3 and later
Oracle Database - Enterprise Edition - Version 11.2.0.4 and later
IBM AIX on POWER Systems (64-bit)

Symptoms

Connection via Gateway listener does not work. The normal DB connections via listener works fine. Issue is only with gateway connections 

And we do have the below errors in the listener.log

TNS-12518: TNS:listener could not hand off client connection
TNS-12547: TNS:lost contact
TNS-12560: TNS:protocol adapter error
TNS-00517: Lost contact
IBM/AIX RISC System/6000 Error: 32: Broken pipe
