Create Quorum Disk Failed to create target because logical volume could not be created (Doc ID 2764054.1)

1. Quorum Disk create target return error

/opt/oracle.SupportTools/quorumdiskmgr --create --target --asm-disk-group=<asm_diskgroup> --visible-to="<priv-ip1-NodeA>,<priv-ip2-NodeA>,<priv-ip1-NodeB>,<priv-ip2-NodeB>"
[INFO ] [Success] Created logical volume /dev/VGExaDb/<voloume name>
[ERROR ] [Failure] Failed to create target because logical volume /dev/VGExaDb/<volume name> could not be createdtargetcli return error

2. targetcli command return error

targetcli / ls
g-io-error-quark: Could not connect: No such file or directory (1)

3. The symbolic link from /var/run to /run and /var/lock to /run/lock are not created

ls -ald /run /var/run /var/lock /run/lock
