CON_ID Of PDB TDE Master Key Does Not Get Changed After PDB Unplug/Plug Operation (Into Same CDB) (Doc ID 2764277.1)

Symptoms

On Oracle Database 19c, a PDB was unplugged and plugged back into the same CDB, using the following syntax:


This changed the PDB's CON_ID from some integer value x to another value y.  (This is expected behaviour.)

After this, the CON_ID for that PDB's TDE master key, as seen in V$DATABASE_KEY_INFO and V$ENCRYPTION_KEYS, is not in agreement.

Changes

 Unplugged a PDB from, and plugged a PDB into, the same CDB.
