Update on the table while concurrent sessions running select on the same table causing Latch:Cache Buffers Chains
Running UPDATEs does trigger high latch CBC in 11.2.0.4 concurrent sessions are getting stuck on latch CBC
Run one UPDATE only to trigger the latch, after 5min the latch disappeared by itself
