An ODCI function that returns a sequence number for each unique set of values. This function is used in a large migration project to bulk insert data in multiple tables
On Oracle 11.2.0.4, this function returns a value for each row. On Oracle 12.2.0.1, some values are blank eg:
NEW_SEQUENCE;SEQ;SUB_SEQ;VALUE
1237;1;1;1
1237893335;1;2;2
NULL ;2;1;3
1237;2;2;4
NULL ;2;3;5
1237;2;4;6
NULL ;3;1;7
