12.1.0.1 client kerberos connections failing after db upgrade to 18c

Symptoms
After upgrading the database to 18c(18.12.0.0.201020 (31730250)) kerberos connections with sqlplus client 12.1.0.1.0 to the database that previously worked ok are now failing with error ORA-28547.
Database alert log shows error ORA-609
Database sqlnet.log shows :-
Fatal NI connect error 12631, connecting to:
(DESCRIPTION=(LOCAL=NO)(SDU=32768))
