Is it possible to access the Secured Web service from Application server instead of DB server? (Doc ID 2790556.1)

Is there any option to keep the wallet files on Application server but access the secured web service from DB server using the following statement.

SQL> select utl_http.request('<URL>','<Proxy server:Port>','file:<Wallet location>','<wallet password>') from dual;
