Symptoms

We are getting ORA-12850 on 19c DBs when trying to select from ALL_SCHEDULER_RUNNING_JOBS on a PDB level

SQL> SELECT COUNT(*) FROM ALL_SCHEDULER_RUNNING_JOBS;
SELECT COUNT(*) FROM ALL_SCHEDULER_RUNNING_JOBS
*
ERROR at line 1:
ORA-12850: Could not allocate slaves on all specified instances: 2 needed, 1
allocated
