19c: opatch apply Fails with Error:"OUI-67124:CopyAction::apply(): the src file is not there" (Doc ID 2797647.1)

Symptoms

On 19c database ,applying patch using opatch apply fails with error:

[Aug 5, 2021 2:42:18 PM] [INFO] Patch 32904851 successfully applied.
[Aug 5, 2021 2:42:18 PM] [INFO] Sub-set patch [32545013] has become inactive due to the application of a super-set patch [32904851].
