Global temporary table (GTT) usage increased elapsed time after Jan RU 2021

Symptoms
After applying the January 2021 Release Update (updating from July 2020) specific application processes ran into elapsed times that increased 100%.
This was reported by the first customer which applied this database RU and uses the application.
It appeared that specific commit statements took 9 to 10 times more than before during these processes.
Finding a possible database cause for this, it seems that the involvement of global temporary table usage causes this extreme delay.
Increase in elapsed time is related to a change after applying RU January 2021 and we could not reproduce the increase with October 2020).
